      Research literature on digital transformation predominantly focuses on private enterprises and large, resource-rich organisations, while we know less about digital transformation in smaller public organisations with limited resources. In this case, six municipalities in Västra Skaraborg (V6) have chosen to address their limited resources by collaborating on increased digitisation of municipal operations and through a shared IT function within the municipal federation Göliska IT.

      The project addresses common challenges faced by individual municipalities in their digital transformation and factors that arise in cross-municipal collaboration on digital transformation.

      The project is carried out in collaboration with IT researchers as well as organisation and leadership at the University of Skövde. It focuses on the paradigm shift required for digital transformation in municipal collaboration, including effective cooperation, the need for new and enhanced competencies, the distribution of responsibilities, governance models, and the challenge of existing norms and behaviours.
